All National Fund for the Promotion of Individual Apartments

The All National Fund was created in 1989 to address the needs of local tenants in a residential complex in the Kitai Gorod neighborhood of Moscow who were frustrated with the government's failure to renovate their building. The founders, who had been running a small theater in the building, formed the residential association in order to promote the building's renovation and encourage "a spirit of community" among the residents. ANF's primary goal is the elimination of communal apartments.

In 1991, the courts granted ANF control of their landmark building. They have now completed the design work for capital renovation of the structure. They have also established their own maintenance and repair operation, created dozens of jobs for local residents, initiated social services for elderly and youth, and offered technical assistance to other housing organizations throughout Russia. They published a manual for residents on "How to Get Out of a Communal Apartment," and have taken the lead in promoting the concept of "housing partnerships" in Russia. To meet the residents' need for banking services and help finance their project, ANF established their own accredited bank on the premises. Their President, Anatoly Basargin, played a role in drafting the housing portion of the Russian Constitution.

The ANF cooperated with the Urban Homesteading Assistance Board in a two year institutional partnerships project which was funded by USAID.
