The fund was established in 1993 by a diverse group of psychologists, pediatricians and attorneys to provide advocacy and treatment to abused and neglected children. CAPF was the first Russian NGO organized specifically for abused children. Its primary programs are maintaining a shelter for abused and homeless children in Moscow, and public education programs for parents, educators and social workers.
