The association, a not-for-profit entity comprising a number of Russian and international organizations, was created in 1993. Its principal goals are to:A variety of institutions participate in AIE including, the Russian Federation State Committee for Higher Education; Information Systems Research Institute of Russia; Moscow State Institute of Electronics and Mathematics; Moscow State University of Forestry; Moscow Municipal Experimental Center of Computer Learning; and the Interna-tional Distance Learning Center "LINKOM."
- identify priorities and focus the initiatives of Russian educational institutions in view of decreased state support and increased autonomy;
- establish ties with international organizations, universities and donor organizations to expand opportunities for international educational services in Russia;
- assist participating institutions in granting joint international degrees; and
- support the development of innovative educational methods, such as distance learning and computer and telecommunication technologies.
A primary goal of AIE is the devel-opment of distance education in Russia, using telecommunications and computer resources that tend to be concentrated in Moscow and St. Petersburg. To that end, AIE has been working with several U.S. higher education institutes to provide coursework from these institutions to Russian students. AIE is also conducting preliminary studies in the distance training component of the World Bank project "Market Oriented Training in Russia".
