The association, a not-for-profit entity comprising a number of Russian and international organizations, was created in 1993. Its principal goals are to: A variety of institutions participate in AIE including, the Russian Federation State Committee for Higher Education; Information Systems Research Institute of Russia; Moscow State Institute of Electronics and Mathematics; Moscow State University of Forestry; Moscow Municipal Experimental Center of Computer Learning; and the Interna-tional Distance Learning Center "LINKOM."

A primary goal of AIE is the devel-opment of distance education in Russia, using telecommunications and computer resources that tend to be concentrated in Moscow and St. Petersburg. To that end, AIE has been working with several U.S. higher education institutes to provide coursework from these institutions to Russian students. AIE is also conducting preliminary studies in the distance training component of the World Bank project "Market Oriented Training in Russia".
