EPRA was established in early 1995 to assist environmental organizations in questions of law, to promote the rational use of natural resources, and to assist in developing the field of environmental law. The center employs five people who provide legal consultations for organizations in the area. EPRA publishes a 25-page periodical bulletin, "Letters." Staff includes three lawyers with backgrounds in environ-mental, land use and procedural law, and a scientist. EPRA president Romanova has degrees from Irkutsk State University in biology and law.
