Child's Law Protective Fund "CHANCE" was established as a public organization in May 1994.
The Main Objectives of the Fund are:
To put international standards of the juvenile legal protection into action.
To provide legal and social support to juveniles.
To fight against antisocial omissions in the juvenile's sphere (crime, drug addiction, alcoholism, sexual oppression).
Legal propaganda in the sphere of juvenile legal protection (lectures, public propaganda by mass media, publishing of books on the legal issue).
According to the mission of the Fund, 14 free consulting services have been set up under the juvenile legal protection project. Five of these have a strict specialization: they deal with disabled children, drug addicted juveniles, young prisoners and ex-prisoners. The problem of the young prisoners is quite urgent because the majority of them have no opportunity to hire legal counsel.
About five to seven thousand people visit the consulting services of the Fund per three months (this number does not include phone calls). The majority of them come from poor families.
Presently, the Fund is working on a project to set up such services in Sverdlovskaya region: their lawyers work in Revda and Degtyarsk, while at the same time negotiations are being carried out in other cities throughout the region. The Fund's lawyers provide free "external consulting services" in the juvenile colonies for boys in Kirovgrad, Krasnoturinsk, Ardatov, in the juvenile colony for girls in Ryasan, and in the female colony in Nigniy Tagil.

Future Plans:
An extension of the free judicial consulting service net in Sverdlovskaya region.
The publishing of new books from their legal series and informational brochures.
Joint work with Russian and foreign organizations that are concerned with similar issues.
Search for constant financial support for the juridical urgent phone line.
To provide urgent complex support to children and teenagers that have gotten in trouble with the law.
To provide a Victims of Violence Center.
