In 1990 a group of "enthusiasts" organized to determine ways that citizens could act to protect the Lake Baikal region. The core of its activities is the dissemination of environmental information in order to support concrete actions to protect the area. In 1992 the group helped to stop deforestation in the nature preserve "Vityaz" and to begin reforestation efforts there. In 1993 it prepared a document listing 21 objectives for the stewardship of regional nature preserves. It has also developed environmental education programs for school children.
