The project is designed to assist Moldova in building national capacity and in professionally managing development of various projects.The core professional staff was given intensive training in project management and the use of modern management tools and techniques. Within this context, PPIC provides professional project management services that are timely and cost effective. The Center provides professional project management services to UNDP assisted projects and operates within the rules and regulations of the UN System. PPIC also provides the above services to the programmes/projects of other development partners. As the Center expands its services and clients, it will gradually require less support from UNDP. It is expected that by the end of the project, PPIC will be a self reliant national management service organization using professional staff and modern management systems and will have developed its own operations management manuals on policies and procedures.The PPIC project is expected to fill the national project crisis management gap through the implementation of a professional national project management service organization. PPIC starts managing UNDP assisted nationally executed projects and later other target beneficiaries: the management and personnel of donor assisted projects and programmes in Moldova, including, sectoral Ministries and Departments of the Government, participating NGOs, and other national institutions.
The Center manages its activities according to the UNDP rules and procedures. In accordance with its major objectives the Center provides the following services:

- Establishing and reviewing work plans
- Project start-up and monitoring missions
- On-site project supervision
- Project trouble-shooting and redesign
- Logistic and Administrative Support
- Transportation
- Interpretation and Translation
- Secretarial services
- Personnel
- Preparing, reviewing and/or revising terms of reference
- Identifying and/or shortlisting consultants and experts
- Negotiating and administering contracts
- Reviewing progress reports
- Contracts for Services and Works
- Preparing, reviewing and/or revising terms of reference
- Processing contracts (pre-qualification and shortlisting; calling for tenders and evaluating bids; contract preparation and monitoring)
- Procurement of Equipment and Materials
- Preparing equipment specifications
- Processing contracts (services offered include: identifying potential suppliers;calling for tenders and evaluation bids; purchasing; inspection, shipment, custom clearance and delivery)
- Training
- Identifying appropriate programmes and institutions
- Placing and paying stipends to selected trainees
- Paying institutions
- Monitoring academic performance
- Financial Administration
- Accounting Services
- Converting project financial statements to a bank�s required format
- Preparing quarterly disbursement requests, audited statements and account closure information for a bank or donor
- Reporting
- Preparing substantive reports (quarterly, final) or financial statements (quarterly) for the government and/or a bank or donor
- Preparing annual reports of non-expendable equipment purchased on behalf of the government
- Preparing annual financial statement of expenditures incurred in the previous years for a government and/or bank or donor
- Information/Public Relations Support
- Maintain up-dated data base on Moldova�s development plans, activities and results
- Maintain up-dated data base on development cooperation activities
- Production of public information and public relations reports.
