Since the break-up of the Soviet Union Moldova has been undergoing a difficult transition period. Moldova faced drastic GDP declines, serious unemployment and under-employment problems, and the vast majority of the population has experienced a drastic decline in their living standards. Deteriorating social conditions have been exacerbated by the dramatic collapse of Moldova's agricultural and industrial base due to the loss of traditional markets for goods and
sources for production inputs.

The economic reform program implemented by the Government of Moldova (GoM) in cooperation with the World Bank and International Monetary Fund has been successful in curbing inflation and providing stability. Reforms are ongoing, but this is long term process. The decline in state's revenues, tight monetary and budget policy has forced the Government to virtually reduce or eliminated its investments for rehabilitation and maintenance of social and economic
infrastructure. Under these conditions the provision of basic needs of population and support to prevent further deterioration of the infrastructure is very important.

To address these needs the Government of Moldova decided to establish the Moldova Social Investment Fund (MSIF) as an autonomous public institution. The MSIF responds to the request from communities for rehabilitation of the social and economic infrastructure including programs to improve basic education, health services and other communal and social services.

The MSIF funds demand-driven micro projects by providing grants to communities. Proposals for micro project funding may be generated by communities or by community level organizations on behalf of communities, both registered or not registered, such as beneficiary associations, parents or farmer associations, newly created Microproject Committees and other informal groups as well as local NGOs and local government.

The project development objective is to contribute to the provision of improved living conditions for the poor rural population in Moldova.
