The center works on behalf of the refugee population in Kyrgyzstan, which consists primarily of people from Afghanistan and Tajikistan. Founded in October 1997, the center serves around 20 refugees a month with legal and social counseling. It has distributed humanitarian aid to more than 760 refugee children and their families. In January 1998 the center began teaching English and Russian.
