The Pavlodar Consultative Information Center emerged July 1995 from the organized earlier Pavlodar Consultative Information Soviet (CIS) The goal of CIC is to promote democratic reforms, foster the rule of law, develop a legal culture, and support the NGO movement in the Pavlodar oblast by collecting and publishing information on legal and democratic reforms and offering consultations to public organizations. CIC offers legal advice to individuals and public associations and works with local authorities to guarantee the legal rights of the general public. It has conducted public opinion polls about legal issues and has published a series of articles in the local press on the rights of consumers. CIC has received support from the American Legal Consortium. It has a core membership of 15 people
