The center was created in 1995 with financial support from the American Legal Consortium. It works to promote democratic reforms, foster the rule of law, develop a legal culture, and support the NGO movement in Pavlodar oblast through information distribution and consultation to public groups.
The center maintains a human rights library, the bulk of which was donated by the Constitutional and Legal Policy Institute in Budapest. It has also established a Human Rights and National Legislation program which offers training, distribution of national and international human rights documents and a human rights bulletin.
