ICNL is a U.S.-based organization which works to "facilitate and support the development of civil society on a global basis by assisting the creation and improvement of laws and regulatory systems that permit, encourage, and regulate the not-for-profit sector in countries around the world." It offers technical assistance on the writing of laws and regulations to governments, legislators, and international and non-governmental organizations. It also sponsors research and conferences around the world.
ICNL has published a survey of laws governing the not-for-profit sector in Central Europe and a comprehensive study of the current laws governing NGOs in Russia. In cooperation with the Open Society Institute, it developed a set of Guidelines for Laws Governing Civic Organizations (published in December 1997 and now available in Russian and Farsi in addition to English).
A print version of much of the information contained in this Central Asian Third Sector Organizations section can be found in Civil Society in Central Asia (Seattle: University of Washington Press, 1999).
