"INKAR" Foundation of Social and Economic Development

The aim of the Foundation is to promote development of democratic processes in the Caspian region. The territory of our activity is the Aktyubinsk region: the first stage (1997-1998), the Western Kazakhstan; the second stage (1998-1999), the Caspian region; the third stage (1999-2000), including Republic of Turkmenia, Azerbaijan, Russia, Iran. Osadchiyi is a journalist at a regional newspaper in the Republic of Kazakhstan and Republic of Turkmenia. He also works as a press analyst for USAID in the Aktyubinsk region on questions of informational encouragement to process of privatization. Abzal is manager of public affairs.
INKAR conducts research on the political, economic, social, and environmental aspects of the Caspian region. The foundation is developing a Caspian Informational and Analytical Agency to prepare analytical information about the region for use by NGOs, the government, and the private sector. The aim of this Agency is to realize practically the informational openness of the Caspian to the world society. We are working at questionnaire on study of juridical culture in town Aktyubinsk now.
Now our Foundation is an initiator and participant in the creation of non-state social service in town and in organization of association of sociologists and politicologists of our area. "INKAR" is pursuing the formation of a "Creative Board" of painters, poets and musicians. It is also looking forward to creating a legal organization on defense of customer's rights.
The Foundation publishes the bulletin "For Initiators," and a bulletin about rights and obligations of citizens of Kazakhstan in the transition period.
