The foundation was created in September 1996 to help support civic initiatives in the areas of democratization, small business development, and human rights. It also supports projects addressing the preservation of cultural history and the protection of national minorities. Activities of the foundation include:
- creation of a library for deaf children;
- technical support (office machines, e-mail accounts) for the "Kopernik" Polish Cultural Center;
- a series of seminars on the basics of small business management; and
- creation of The Northern Kazakstan Entrepreneur, an independent newspaper for the small business community.
