Publishing Proposal from a Victor Novack
in Kostanay, northern Kazakhstan

Greetings from Kazakhstan!

This is Victor Novack from Kostanay--North Kazakstan writing to you. I am a teacher of English, translator, and the National Secretary of the non-profit Association "The International Christian Chamber of Commerce" (ICCC), which has national chapters in more than 80 countries. In 1992 I became a committed Christian and in 1996 started the ministry.

I came across a booklet "What is a Market Economy" by Professor Michael Watts and Professor Robert M. Dunn published by U.S. Information Agency, June 1992. Its 32 A-4 format pages give a detailed and intelligible insight of what is the market economy all about. The information is relevant for understanding the market economy model not only for the mass reader but also for students of Economic Education establishments starting from schools and colleges to special High Schools and Universities. Easy language and popular style make the study simple and interesting.

This booklet is worth being translated into Russian and published in order to be circulated among the Russian speaking former Soviet Republics, because the info about the market economy in Russian textbooks is either too complicated or too brief. ICCC has a network throughout Russia, Belarus, Ukraine, the Baltic and Central-Asian States and the circulation is quite possible.

If the money could be found I would prepare the booklet for being published in Russian. The prices in CIS countries are much cheaper than in USA or in Europe and I guess it will take only a few thousands USD $ to issue the booklet in Russian.

I also could send you the Industrial Policy Program of the Kostanayskaya region for the period 1998-1999--that is where I live--with all figures and industrial data. Maybe it could be helpful in your economic researches and possibilities of drawing some interested parties as investors also remain very actual here.

Finally, I would like to introduce to your attention The International Association of Juridical Persons "The Century: Belief in the Unity of Kazakstan." The aim of the Association is to create a bank of information for services and goods produced first of all in former Soviet countries, then in other countries (Germany, etc.). The Association is registered under the Republican Law and has members from Kazakstan, Russia, Belarus, Germany and there has been signed the treaty of intentions with some Estonian, Latvian and Lithuanian associations to join "The Century". The founder is Mr. Sergey Yakushevich, a Kostanay Akimat (the City Council) Deputy, a Christian businessman, ICCC member, and a member of "The Republican Assembly of the Peoples of Kazakstan" who also represents the Byelorussian community.
