After spending its first few months assessing the potential for supporting the NGO sector, in May 1994 ISAR-Georgia opened its doors as the first international foundation on-the-ground in Tbilisi dedicated specifically to supporting Georgian NGOs, through a small grants program for environmental groups. In late 1994, in response to a large meeting of Georgian NGOs, ISAR-Georgia agreed to provide initial informational advice and financial assistance to a group of the strongest Georgian NGOs interested in establishing a center dedicated to providing informational resources and training specifically to strengthen the NGO sector. Today, ISAR-Georgia provides high-level training in management, NGO access to the Internet.
