Founded in 1994 by a group of specialists in the field of emergency medicine, CIF conducts intensive public education campaigns to upgrade the general level of medical knowledge in Georgia. It provides information to the media, especially through a special newspaper on medical issues, New Carabadin. It conducts CPR courses through seminars and television for police, firemen and other citizens. Recently, recognizing that the current level of utilization of antibiotics by Georgian children is 40 times higher than international standards, CIF has conducted one-on-one discussions with parents about the dangers of overdosing.

Beginning in September 1995, as part of a new system of local social security, implemented with the assistance of the Khashuri city administration, CIF has provided membership cards to single at-risk individuals which give them access to emergency medical assistance. This is one of several social security projects undertaken by CIF in cooperation with the international community and with Georgian local administrations.

With funding from USAID, CIF has helped to restore three enterprises that provide income to the blind community, the Saguramo boarding house, Akhalgori orphanage, and refugees.
