The Centre was founded in 1994 to help young people gain experience and knowledge to participation in non-governmental organizations. The Centre organizes information exchanges with Belarusian and foreign youth organizations, maintains a database, conducts research on the state youth policy and perspectives of youth movements in Belarus, promotes library and archival cooperation in the field of independent youth publishing, and conducts seminars for young leaders.Info received from National Endowment for Democracy, July 1998.
