United Way International began its activity in Belarus in 1993 with a research grant from World Learning. Funding from the Eurasia Foundation made it possible to establish United Way Belarus, a national organization. In 1994, United Way Belarus created a Belarusan Center for NGO Development. The Center offers the following services free-of-charge to newly created NGOs: use of computers, a fax, e-mail, telephones, a photocopier; a library of NGO development materials; quarterly seminars; monthly round tables for both the PVO and NGO community; publication of a monthly newsletter; consultations on how to prepare proposals; legal advice; a database of existing NGOs and PVOs; and temporary office space for visiting PVOs.

Objectives for 1995-1996 include opening three affiliate offices, in Brest, Vitebsk and Gomel; establishing a computer training lab; creating a civilian volunteer initiative; and developing an East-West Linkage program. The office employs 6 people full-time, 3 part-time, and about 30 volunteers.
