The Human Rights Web is a project of Open Society, Ryazan and the Moscow Center for Human Rights. It is located on the Openweb site (see NetTalk March/April 1996) located in Russia. The Human Rights Website hopes to educate the Russian people about their rights and support the work done by human rights organizations in Russia.

The site is accessible from the Openweb site (http://www.openweb.ru) by following the Prava cheloveka v Rossii link. When accessing the page, there is an option to access either the Russian-language or English- language section on their site, but at present the latter section holds only two organizational descriptions in English. The Russian-language section has significantly more information, although the site�s organization at times seems a little haphazard. The links from the homepage have been organized into sections, but the sections have no headings. Many links lead to descriptions of local chapters of a national organization, but the pages do not contain links to homepages of their national organizations. There are also a few links that do not work. But despite these limitations, this page is a great start as an internet site for human rights in Russia.

The best information currently on the site is in the collection of Russian and international laws on human rights and the detailed information on how Russian organizations can obtain funding. Hidden under the �Fundraising� link at the bottom of the page, there is a section dedicated to assisting organizations in applying for grants. The site includes a section on �How to write a grant proposal� which is fairly comprehensive with sections on preparing a budget, issues of future funding, and defining program goals and objectives. The section also includes a list of funders, and where to find information on funders, programs, competitions and grants.
