The Regional Environmental Center for Central and Eastern Europe (REC) in Budapest was established in 1990 by the government of Hungary, the U.S. Environmental Protection Agency, and the European Commission to serve as a clearinghouse in support of environmental NGOs. Although most of the REC's focus is on Eastern Europe some of its programs focus on the Western NIS. The REC's Web site has a number of resources of interest to NIS NGOs and those working with them, including:

• EnviroDirectory, a searchable directory on environment-related Internet sites. For each entry listed the REC has provided an abstract of the site.

• Beyond Borders, a report of a conference on "East-East cooperation among environmental NGOs in Central and Eastern Europe."

• Research report on the "Status of Public Participation Practices in Environmental Decisionmaking in Central and Eastern Europe." Includes case studies for each country which look at the status of current legislation and the degree to which environmental organizations are able to participate in the public policy process.
