The Regional Environmental Center for Central and Eastern Europe (REC) in Budapest was established in 1990 by the government of Hungary, the U.S. Environmental Protection Agency, and the European Commission to serve as a clearinghouse in support of environmental NGOs. Although most of the REC's focus is on Eastern Europe some of its programs focus on the Western NIS.
