Most informative. As a doctoral candidate in international political science I find the Civil Society Movement critically important, especially in its application to pre-industrializing nations. My wife and I just returned from Tobolsk in the Tyumen region. This was our second trip. I am an anesthetist and she is a plastic and reconstructive surgeon. We traveled with my wife's surgical technician and a Dental educator from Creighton University here in Omaha. This is a medical project which is an offshoot of the Council Bluffs, IA/Tobolsk, Russia Sister Cities partnership. We were able to see approximately 50 patients from the region and operate on 30 of them. Several cleft lip and palates, victims of a bus fire and children with congenital ear abnormalities were included in our patients. We received excellent cooperation from our Russian colleagues and were able to teach several individuals who came to Tobolsk to observe surgery. The dental educator worked for several days in the local Polyclinic and spent a day in the OR helping with the palate patients.

Mr. Wells has generously supplied us with more information on his Medical Exchange program and how it began. We think these kind of personal technical exchanges are important for the development of the states of the former Soviet Union, and hope his success will encourage others to attempt similar exchanges.

I am impressed and excited about the things that this organization does, and as a hopeful medical student, I would very much like to get involved myself. I am planning to join Doctors without Borders upon a degree in medical surgery, but I would like to get involved before that time in the same capacity if possible, and since you have a large access area, I was hoping I could get some information. I am a community organizer in Chicago and I am interested in locating NGO's who are actively doing work with the Roma population of Eastern Europe (gypsies). Recently I toured Hungary and had several meetings with some representatives of the Roma community. But, I am also interested in Belarus, the Czech Republic, Romania, and the countries in the former Soviet Union to locate NGO's that are organizing Roma people around the issues of racism and discrimination in the area of housing, education, employment, etc. If you could provide me that information I would be forever grateful.
