The IID was created in September 1987 at the Second Strasbourg Conference on Parliamentary Democracy and began its activities in the fall of 1990. It conducts training programs, holds conferences, issues publications and maintains this website, which contains a number of useful resources on everything from techniques of monitoring elections to information technology as an instrument of public administration. Of special interest is the monthly Clearinghouse Review, available online, which lists conferences, seminars and publications related to building democracy.
