The Institute of International Education (IIE) announces a new electronic dissemination network on higher educational developments and advising issues in the Newly Independent States (NIS) of the former Soviet Union. The listserve is called "Higher Educational Developments in Russia and in the NIS" and sponsored by the Educational Testing Service's TOEFL Policy Council. It is designed to assist U.S. campus personnel who deal with students from Russia and other former Soviet republics receive useful information from NIS educational advisers. There are currently about 60 American Educational Information Centers (EICs) throughout NIS which provide assistance to students in applying to an American institutions of higher learning in the U.S.The purposes of the listserv are:
- to provide the most up-dated information on changes in educational systems in the NIS
- to name and evaluate new educational institutions
- to set up a network between NIS educational advisers and U.S. university personnel
- to provide a forum for discussion among listserv users
- To subscribe to the Listserv, send a message to:

- DO NOT write a message in the subject line.
