The American University of Baku (AUB) was established in January 1995 as a collaborative effort of the Azerbaijan-America Society and the Texas International Education Consortium (TIEC). TIEC is a private, nonprofit association of 32 public universities in Texas which works to develop international programs on behalf of its member universities. The consortium supplies three-quarters of the professors at the Baku campus, including the rector, Dr. Bernard T. Young. TIEC�s services include English-language instruction; its Texas Intensive English Program is one of the largest intensive English programs in the US. TIEC has conducted similar higher education programs in Japan, Malaysia, Mexico, Morocco, Qatar and Turkey.

AUB is an English language-based, nonprofit private institution of higher education. One of its sponsors is the Azerbaijani State Oil Company (SOCAR). Academic degree programs are currently offered in International Relations, Business and Management, and Computer Sciences, with intensive English language training included. Curriculum is based upon US academic programs and standards. Sixty students are currently enrolled in AUB degree programs.

A Center of Scientific Research and Technological Research, associated with AUB, is slated as a future site of international conferences on issues of science, technology, and education. The university also plans to operate a K-12 preparatory school, again based on the US educational model, in order to prepare children for future study at AUB or American universities. The goal of this cross-cultural educational approach is to train a cadre of specialists with in-depth knowledge of both the US and Azerbaijan who can effectively contribute to economic development and advance cooperation between the two countries.

University Vice President Dr. Mahir Ibrahimov seeks funding assistance from US organizations in support of future AUB projects. Among these is a proposed Center of Azerbaijan-American Studies in Washington, D.C. in order to further coordinate the studies of American and Azerbaijani academics. The Center will organize conferences and seminars in the US on behalf of AUB, provide financial support for scholarly exchanges, and facilitate joint research. AUB also seeks financial assistance to support academic exchange programs between the US and Azerbaijan, academic conferences and seminars in both countries, and to help with the cost of faculty salaries, textbooks and materials.

Dr. Ibrahimov is an expert in American Studies and obtained a Ph.D. from the Moscow Academy of Social Science in 1990. He was first secretary of political affairs at the Azerbaijan Embassy in Washington, DC, from 1993-1995, and did advanced studies at Johns Hopkins University during 1994-95.
