- The United States Telecommunications Training Institute (USTTI) is a nonprofit joint venture which works"to share the United States' communications and technological advances on a global basis by providing a comprehensive array of tuition-free telecommunications and broadcast training courses for qualified women and men who manage the communications infrastructures in the developing countries of the world."

- Philadelphia’s IVC Launches "Community Connections" After successfully completing the "Business for Russia" Program, IVC has launched into a new program which is designed to strengthen ties between Russian and Ukrainian Business personnel.
- Soros Gives $100 Million for University Internet Centers in Russia The Open Society Institute announced in April that it plans to spend $100 million over the next five years to establish “University Internet Centers” at 30 Russian universities outside of Moscow and Saint Petersburg.
- Eurasia Foundation, Kyiv launched a widely advertised grant competition last October to improve electronic communication capabilities in the Western NIS.
