This essay by two Patterson, Belknap associates is the first analysis CCSI has seen of the legislation that emerged in the spring and summer of 1995 from the Russian Duma. The authors conclude at the end of a lucid 4-page analysis:

Adoption of this law represents progress for the thousands of non-governmental groups engaged in charitable works in Russia today. They now enjoy a level of legal protection which they did not previously have. But, these organizations, so critical to the development of a civil society, still need financial help. Unfortunately, this law does not provide potential financial assistance to charities through the creation or codification of tax incentives.
