Pilugin has been in Russia a number of years, speaks the language fluently, and knows the Russian organizational and institutional landscape well. The value of information and referral services such as the MAC offers is too often underestimated, since these services typically assist others to achieve their goals and obtain visibility. Funding for the MAC comes from the United States Information Agency under a two-year program grant intended to "foster communications between Russian and foreign organizations working to build a free and commercially viable mass media."
Pilugins 8-page monthly newsletter is available in both Russian and English editions, free of charge, either by post or through the Internet. It often features stories about the formation of important new associations or organizations in the Russian print and broadcast media. It also offers a regular calendar of upcom-ing events and an interesting collection of brief items in its "News Notes" section.
