News on Media Development and Technical Assistance in the Russian Federation

With elections for the Russian parliament fast approaching, to be followed by elections for the presidency in June 1996, an excellent resource for those interested in news about projects that focus on developing a strong and independent Russian mass media is Media Developments: News on Media Development and Technical Assistance in the Russian Federation, published by the USIA Media Assistance Clearinghouse (MAC) in Moscow. The clearinghouse coordinator is Nicholas Pilugin, an experienced journalist of Russian-American background, who works out of the Russian-American Press Information Center, a ten-minute walk from the Arbat metro stop, in central Moscow.

Pilugin has been in Russia a number of years, speaks the language fluently, and knows the Russian organizational and institutional landscape well. The value of information and referral services such as the MAC offers is too often underestimated, since these services typically assist others to achieve their goals and obtain visibility. Funding for the MAC comes from the United States Information Agency under a two-year program grant intended to "foster communications between Russian and foreign organizations working to build a free and commercially viable mass media."

Pilugin�s 8-page monthly newsletter is available in both Russian and English editions, free of charge, either by post or through the Internet. It often features stories about the formation of important new associations or organizations in the Russian print and broadcast media. It also offers a regular calendar of upcom-ing events and an interesting collection of brief items in its "News Notes" section.
