The John D. and Catherine T. MacArthur Foundation has announced an "Initiative in the Newly Independent States of the Former Soviet Union," a program of grants designed to encourage new research and creative approaches to pressing societal issues and proble ms in the regiona and to promote the role of the "scholar-activist in civil society."

The Initiative concentrates on four areas:

Three different types of grants are offered:

To be eligible, individuals must in general reside within the territory of the former Soviet Union. In no cases will for-profit business activities or political activities be supported.

Under the first category, individuals may request support for research and writing projects "which have practical applications for policy making and society." Funding is available for periods up to 18 months.

Under the second category, Macarthur has established a Fund for Foreign Travel to facilitate travel abroad for individuals invited to give a paper at a conference or to participate in a workshop relevant to their profession. Applications will be accepted from all regions in the former Soviet Union for conferences in the program areas of the Initiative. Applications from groups will not be accepted. The fund will contribute toward round-trip transportation and related costs.

Awards will be announced four times per year. Applications for consideration in the competition should be submitted to the Foundation's Chicago or Moscow office in advance. Check local offices for deadlines.

The Special Projects grants will normally be awarded to groups or individuals from which Macarthur has solicited an application. The Foundation will not accept unsolicited proposals in this area.

Applications for research and writing grants or travel grants may be submitted in either English or Russian to the Foundation'�s Moscow or Chicago offices.
