In the NetTalk section of the January 1995 issue of "Civil Society . . . East and West," we described the Library of Congress' World Wide Web site known as "Thomas." In particular, we described an electronic document, "How Our Laws Are Made," by Edward Willett, which traces the cycle of legislation in the U.S. in very specific detail, from the time a legislative proposal is discussed in hearings through its publication as a law. CCSI has since learned that this document is available in print in Russian (and possibly other languages). To obtain a copy of the Russian version, contact the U.S. Embassy in Moscow or any consulate of the U.S. in Russia, and request RPO 9503-078.
