VOI (the Russian initials of the All-Russian Society of the Disabled) was created in August 1998 and now has more than 2.2 million members and offices across the nation. Its leader, A. V. Lomakin, is 40 years old. Trained in cinematography, he managed to resume work in his profession after being disabled in 1980. A founder of VOI, he has been chairman of its central committee since 1991.
A major focus of VOI is protecting the economic and social status of people who live in special boarding houses for the disabled, of which there are 885 throughout Russia. It also works on making residential housing and other public and industrial buildings wheelchair accessible, and has developed special programs for disabled children in several cities.
