Did you know, for example, that the National Endowment for the Humanities operates a program titled Summer Seminars for School Teachers, and will pay for the international travel of participants when the seminars are held abroad? Or that USIA has a "Top-Up" program that can provide students from the Baltic states and nations of the former Soviet Union with the additional financial resources needed to be able to enroll in American colleges and universities?
The 1993 Report summarizes the work of 23 federal departments and agencies that conduct international exchange and training programs. It includes descriptions of over 100 programs involving more than 105,000 exchange participants, and costing $1.4 billion in federal funding. Among the programs described is the Citizen Exchanges Program, which coordinated the NIS Secondary School Initiative, under which 5,500 high school students were exchanged in FY1993--"the largest youth exchange ever attempted."
