Many US-NIS projects begin when an American travels to the region and meets someone with a mutual interest. The U.S.-Baltic Foundation has produced a resource which ensures that organizations in the Baltic countries no longer need to wait for someone to come to them.

U.S.-Baltic Partnerships is a directory of nearly 200 American non- governmental organizations, professional and trade associations, private businesses and universities which have expressed a commitment to become active partners with organizations in Estonia, Latvia, and Lithuania. Brief annotations include a description of the organization, contacts, areas of expertise, and types of programs offered. The areas of expertise include:

The directory includes advice to Baltic organizations on how to approach an American organization with an initial letter of inquiry. Charles Omstead, director of the U.S.-Baltic Partnerships project, distributed the directory to Baltic universities and held press conferences throughout the Baltic countries.

The U.S Baltic Foundation has a wide variety of other projects, including establishing municipal training and media centers in the Baltic states, and forming the U.S.-Baltic Business Council to educate U.S. corporations about trade and investment opportunities in the Baltic countries.
