Since its creation by Congress in 1967, the Federal Judicial Center (FJC) has functioned as a research and education agency for the federal court system in the U. S. The Interjudicial Affairs Office of the FJC provides services for foreign judges, lawyer
s and other legal professionals. Since 1991, this office has helped to bring foreign judges and legal scholars to the US to study the American legal system. The Visiting Foreign Judicial Fellows Program introduces visiting Fellows to judges, court admini
strators and relevant agencies in support of specific research projects.
In recent years, the FJC has administered a number of seminars on the American legal system for judges and legal officials in the NIS. For these seminars it has prepared short briefing papers, translated into Russian, on topics such as:
