Peter Mahoney of the World Learning office in Moscow has produced a 60-page booklet in Russian on how to write grant proposals. Presumably, it could be translated into other languages, too. World Learning has also prepared a list of U.S. foundations and government agencies which provide funding for projects in the NIS.
