IOCC was founded in 1992 as the international humanitarian relief agency of Orthodox Christians in the U.S. and Canada. It currently has emergency humanitarian relief and economic development programs in Russia, other NIS countries, the former Yugoslavia, and Haiti.

Last year IOCC, in cooperation with the Charities Department of the Russian Orthodox Church, supervised the distribution of 12,000 metric tons of food through 450 Russian organizations and institutions. This winter IOCC and the Russian church, including Lutheran and Baptist denominations, will distribute another 9,200 metric tons of food in the central region of Russia with a grant from the U.S. Department of Agriculture.

In 1992 IOCC received a $400,000 grant from USAID/World Learning to help 40 local Russian charitable organizations develop and expand their capacity to provide humanitarian assistance and social services. With this assistance, IOCC is providing training in organizational development and relief distribution to secular and Church-affiliated organizations that are serving the needs of vulnerable groups (infants, orphans, the elderly, pensioners, the handicapped, the sick and unemployed).
