AIHA operates under a cooperative agreement with USAID to establish and manage hospital partnerships between health care institutions in the U.S. and NIS. Since its founding in June 1992, with an 18 month grant of $13.5 million, AIHA has established 21 partnerships.
In the first year 48 U.S. hospitals and 18 medical schools have formed partnerships with 43 hospitals and 12 medical institutes in 10 countries of the NIS. The partnerships have involved the shipment of medical equipment and more than 205 exchanges of personnel. 58% of the exchanges have involved physicians, 11% nurses, and 37% administrators. (The table on pages 4-5 shows the variety of topics addressed in AIHA exchanges.) NIS institutions are expected to disseminate educational materials and training they receive throughout their local areas.
AIHA has also organized conferences and workshops on women's reproductive health, perinatal practices, medical engineering, and health care administration. In June 1993 AIHA partners Brigham & Women's Hospital in Boston and Pirogov First City Hospital in Moscow organized a conference on "Contemporary Problems in Surgery" in Moscow. The conference was attended by more than 600 surgeons, anesthesiologists, and surgical nurses from throughout the NIS. Copies of the Surgical Conference materials and a videotape, in Russian, are available through AIHA's Moscow office.
AIHA is working with the Association of University Programs in Health Administration (AUPHA) to improve health service management in the NIS. In 1994 AUPHA will conduct three 2-week workshops in Lviv, Moscow, and Almaty for administrative representatives of AIHA partnership hospitals. Following the last workshop AUPHA will organize a 1-week �train the trainers� health care administration workshop. Written materials based on the workshops will also be distributed in the NIS. In the long-term AUPHA would like to work with NIS institutes and universities to establish academic programs in health service management.
AIHA is seeking total funding of $35.8 million for the 3-year project. On average the U.S. partners contribute $3 for every $1 of USAID funding. AIHA has regional offices in Moscow, Russia, Kiiv, Ukraine, and Almaty, Kazakhstan.
Resources: AIHA publishes a Russian-English bi-monthly newsletter, CommonHealth, with a circulation of nearly 2,000, of which 60% is distributed in the NIS. It is in the process of establishing an information clearinghouse on health issues in the NIS that will be available through e-mail.
