Objectives:
An international conference on "Local Councils as Subjects and Objects of Change: Actual Problems of Self-Governance" will bring a number of leading international and Russian specialists together in St. Petersburg, Russia, November 29-30, 1999 to consider the roles of local councils as catalysts of change in a social-political structure as well as institutions themselves profoundly influenced, and sometimes transformed, by social and political change in a state. This inquiry is of central importance in countries such as Russia which are going through far-reaching political and economic transitions and facing unresolved problems in defining the roles of self-governance in rapidly changing conditions.
Themes:
Papers, presentations and panel discussions will address various aspects of five broad "unanswered questions" which link the Russian experience with experience elsewhere:
(1) how local councils are organized in St.Petersburg (organizational/structural issues of local councils);
Participants:(2) how to develop a local council's budget (financial and economic aspects of local councils);
(3) what is a normative/legislative base of local councils;
(4) how local councils interact with state institutions of political power;
(5) the municipal press and its future. Related issues are also welcome.
In order to achieve these results, participants will be drawn from various sectors within and outside of Russia. Both Russian and international participants will present a few major sectors:
It is anticipated that the number of conference participants and attendees will be about 250-300.
- Local councils (Local councils' deputies);
- NGOs (NGOs' representatives);
- Small Business (Small Business representatives);
- Municipal Press (municipal Press representatives)
- City Council (City council deputies);
- City Administration (committee chairs);
- City Governor and City Governor Administration staff.
The deadline for submitting proposals is November 1, 1999.
