Project Harmony, an innovative, not-for-profit professional exchange and training organization with offices in the US, Russia, Ukraine and Georgia currently seeks an experienced, mature professional to fill the position of Program Director for the Creating Online Communities in the Caucasus Program (COLCom), a program of the Bureau of Educational and Cultural Affairs of the US Dept. of State and administered by Project Harmony in Geogia, Armenia and Azerbaijan. This position is based in Tbilisi, Georgia with extensive travel throughout the Caucasus. Fluency in Russian and/or another Caucasus language is essential.

Summary of the COLCom Program

The Project Harmony � ECA Training Program for Creating Online Communities (COLCom) is designed as a one-year program to promote the use of the Internet as a democracy-building and community organizing tool for professionals in Georgia, Armenia and Azerbaijan. The program will foster the development of two distinct online communities � one focusing on business support, the other on refugee issues and assistance to IDPs (internally displaced persons). The training, education and outreach activities of this program will develop the local capacity of professionals in these fields to develop online resources, to administer information services such as online newsletters and discussion lists and to organize and facilitate interactive online events such as web chats and teleconferences. As a result of this program, a total of thirty professionals will be trained to develop and administer online communities in their professional fields of expertise. Five specialists in business support and five specialists working on IDP and refugee issues in each of the three participating countries will be trained through a train-the-trainers program, follow-on workshops and ongoing mentoring with an American Trainer-in-Residence. More than 50 online events will be organized for each community and approximately 30 new local-language online resources will be created as a result of Internet resource development contests.
