** Applicants must be American citizens fluent in Russian with work and living experience in Russia.Project Harmony, a not-for-profit professional and educational exchange and training organization with offices in the US, Russia and Ukraine currently seeks a qualified professional to fill the position of Senior Program Manager in Russia. Fluency in Russian is mandatory. The position is based in Moscow, with some field travel throughout Russia. A minimum two-year commitment is sought. Project Harmony seeks placement no later than September 15, 1999. The ideal candidate will have the ability to balance program implementation with administrative oversight of staff working on those programs. Project Harmony believes that a successful Senior Program Manager has the desire and ability to play a hands-on role in program implementation. Senior Program Manager responsibilities include:
Qualifications Sought:
- Oversight and management of 15 program staff (both Americans and NIS nationals) in Moscow, St. Petersburg, Samara, Petrozavodsk and Irkutsk
- Overall financial oversight and accountability for programs
- Assist program managers and field staff in hands-on program implementation
- Implement human resource policy and assist in the evaluation of staff
- Communicate directly with funding sources in the NIS
- Management experience in the NIS, in particular management of foreign nationals
- Program implementation experience in the NIS
- Well organized; ability to manage multiple projects at once; attention to detail; ability to work independently
- People-oriented; enthusiastic; a good negotiator; strong intercultural communication skills; team player
- Fiscal responsibility and experience with working with budgets; Quicken knowledge a plus
- Strong background in Russia/NIS area studies
- Extensive experience with Internet use and development, in particular for professional development, education and research
- Fluent spoken and written Russian language a must
- No less than one year living and/or working experience in Russia
