Background

Oxfam works with others to overcome poverty and suffering and is committed to improving emergency response times and preparedness, and increasing impact by strengthening the effectiveness and accountability of our humanitarian work.

The Humanitarian Department in the International Division, provides advice and support to area desks on emergency work, and also management and administrative services to enable country and regional offices to mount major operational relief programmes.

The postholder will report to the Country Representative or Programme Manager. Project staff overseas may report directly to the postholder as agreed on particular assignments.

Humanitarian Project Managers are deployable for short assignments (from four weeks for up to six months). Please note this is a generic job advertisement, and therefore specific vacancies will be defined as needs arise. Each assignment will be undertaken with a clear Terms of Reference detailing the responsibilities for that assignment.

Key Activities
(may include some/all of the following, to be sepecified for each assignment)

Making assessments of emergency situations overseas with, or on behalf of area staff or other Emergencies Department staff, reporting with recommendations and proposals for Oxfam's response.

Management of emergency projects including:

To be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. InterAction Field Co-operation Protocol).

Undertake research project work to document experience and build up institutional learning on aspects of emergencies.

Undertake public speaking and media work on emergency work as requested. Key Competencies

  • Experience of emergency and development work, and an understanding of relevant issues.
  • A proven record of effective management.
  • Diplomacy, tact and negotiation skills.
  • Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
  • Basic accounting and bookkeeping skills.
  • Good written and spoken English is essential. Basic working knowledge of one or more of the following languages: Spanish, French, Portuguese, Swahili, Arabic.
  • Willingness to travel at short notice, and often in difficult circumstances.
  • Sympathy with the aims and objectives of Oxfam.
  • Commitment to humanitarian principles and action.
  • Commitment to Oxfam's equal opportunity and gender policies.
  • Expected to demonstrate a reasonable level of fitness to ensure their ability to operate in situatuions which may be arduous or dangerous.
  • Minimally, a medical report satisfying the requirement to travel to the work destination and to operate in a difficult environment which may be physically and/ or mentally demanding, such as the key activities specify.
