Resident Program Officer for Russia

 

Job Summary:

The National Democratic Institute for International Affairs (NDI) seeks a program officer to contribute to democracy development programs in Russia. The program officer will provide analysis on the Russian political situation and develop programs to strengthen political parties and civic organizations in Russia. He or she will work in collaboration with a staff of Russian and international professionals and under the guidance of staff in Washington, D.C.

Primary Responsibilities:

Establishes and maintains collaborative contact with Russian political leaders.

Provides written political analysis to NDI/Washington.

In cooperation with colleagues in Russia and Washington, identifies political and civic activists' training needs and designs programs to address them.

Travels frequently within Russia to assess new program opportunities, participate in and evaluate current projects, and meet with key program contacts.

Qualifications:

The ideal candidate will have:

In-depth knowledge of Russian politics.
Effective, fluent oral and written communication skills in both Russian and English. Excellent political analytical abilities.
Experience living and working in Russia.
First-hand experience with Western democratic political practices.
Strong interpersonal skills.
Ability to work well both independently and as part of a team.
Ability and willingness to (re)locate to Russia and travel to locations that are often remote and difficult to reach.

Comments: This is a full-time, twelve-month position based in Moscow, Russia and beginning as soon as September 1999. Salary range is mid-30s to mid-40s, commensurate with experience. Applicants must be willing to travel to Washington at their own expense for an interview.
