LIBRARY MANAGER
CENTER FOR RUSSIAN AND EURASIAN STUDIES (CRES)

The Center for Russian and Eurasian Studies (CRES) at the Monterey Institute of International Studies is seeking a full-time Library Manager. CRES Library provides the Center for Nonproliferation Studies researchers and MIIS staff and students with current information on the Newly Independent States (NIS) of the former Soviet Union. In addition to a large collection of Russian and English language books concerning the NIS, the Library subscribes to about 140 newspapers and periodicals including 85 titles originating in the former Soviet Union. The CRES Library Manager is a full-time exempt staff position and reports directly to the Senior Scholar, NIS Nonproliferation Project. Salary will be commensurate with qualifications and experience and includes a comprehensive benefits package.

ESSENTIAL RESPONSIBILITIES
1. Direct the overall collection process at CRES library and supervise a staff of 8-10 graduate research assistants
2. Train CRES graduate research assistants in open-source collection and research
3. Identify new NIS sources relevant to CNS research needs.
4. Manage a budget allocated for the acquisitions of books and periodicals
5. Register and inventory all incoming information
6. Assign sources to CRES graduate assistants for research of information pertinent to nonproliferation issues
7. Supervise the ordering of books and periodicals

OTHER RESPONSIBILITIES
1. Respond to staff requests for specific information and sources
2. Represent CRES Library before CNS and CRES visitors
3. Perform other duties as assigned

EMPLOYMENT STANDARDS
Required Skills and Abilities
1. Strong management, organizational, and intercultural communication skills
2. Proficiency in speaking, reading, and writing Russian
3. Strong spoken and written English skills
4. Knowledge of computer systems and software including word processing programs (Microsoft Word), database systems (Microsoft Access, ProCite, FileMaker Pro), spreadsheet programs (Excel), electronic mail programs (CC:Mail) and web browsers (Netscape)
5. Knowledge of Newly Independent States media
6. Strong knowledge of electronic search procedures
7. General administrative and bookkeeping abilities
8. Willingness to be flexible with hours when necessary
9. Willingness and ability to comply with Institute policies, procedures, and mandates

TRAINING AND EXPERIENCE
A bachelor's degree in Russian/NIS studies or related field or equivalent experience is required. A degree in another subject may be considered if the candidate can demonstrate an adequate and documented related work experience.

Desired experience includes working with international security issues and library science. Knowledge of Ukrainian or other NIS language is a plus.

PHYSICAL EFFORT/WORK ENVIRONMENT
The Monterey Institute maintains a smoke-free workplace and complies with the federal Drug-Free Schools and Communities Act and Drug-Free Workplace Act. Position requires light physical exertion, ability to climb and descend stairs and to sit for extended periods of time. Position requires extensive use of computerized information systems, periodic movement of library resources and handling of medium weight parcels and supplies.
