CCSI has received the following request for research assistance from a representative of the "Memorial" Human Rights Center in Moscow:
1. The Russian Federation has inherited and reinforced the Soviet system of propiska (registration permits). It envisages a person's official registration by his/her place of permanent residence and of his/her place of temporary stay. Both types of registration are obligatory, and procedures established for Russian citizens, CIS residents, refugees, and residents from the 'far abroad' differ to a certain degree. We would like to have more information on any similar institutions and procedures in the other countries, primarily in Europe. Would somebody know any Web sites containing information on legal and institutional arrangements related to any kind of registration by a place of residence or sojourn for nationals, foreigners (including refugees) and stateless persons? 2. The International Convention on the Elimination of All Forms of Racial Discrimination contains the notion of discrimination against institutions (Art. 2, par. 'a'). Does anybody know any authors who have analyzed its theoretical and practical dimensions? Are any texts containing related information available on the Internet?
