Partnership: Krasnoyarsk MD Seeks IT Assistance

 

CCSI received the following message May 10, 2000:
Dear Friends!

I am chief of an information department of clinical hospital of Krasnoyarsk province, located at centre of Siberia. Our hospital is the largest medical establishment of our province. In it work about 2,500 employees. Each year in our hospital we treat about 30,000 patients from all our province.

Our hospital is the basic educational base of Krasnoyarsk Medical Academy, in which learn about 3,000 students. The medical computer science develops in Russia only last 10 years. At this time in medical establishments of Krasnoyarsk many software for the decision of medical and medical-economic tasks are developed. However, in my view, their main lack is their separation, not connection, in uniform program complexes and systems.

The majority of program products is developed under DOS in environment FoxPro v.2x, and partially in environment Paradox. All of them concern to a desktop class. The majority of computers of our hospitals physically and morally is obsolete. Nowadays there was a sharp necessity to proceed from isolated software to uniform, universal medical information systems.

However, economic situation in Russia, insufficient financing of medicine by our state structures do not allow us to make it independently. In this connection, I have placed on NATO bulletin board (http://www.nato.int/science/) the offer on creation of network medical information system of Krasnoyarsk regional clinical hospital--main clinical base of Krasnoyarsk medical academy. The purpose of the present work is the connection of the separate medical programs available in Krasnoyarsk regional clinical hospital and Krasnoyarsk medical academy in uniform medical information system on the basis of network Internet/Intranet technologies.

For performance of this project the partners from the countries of NATO are required. I am addressed to you with the request to help to us in realization of this project. In case of your interest I am ready to give you all necessary materials. I have experience of construction of network information systems and development of software in the field of medicine. I am MD, the author of several tens of program products, and was elected by the academic adviser of International academy of information. In 1996-1998 under my management the network information system of Krasnoyarsk fund of obligatory medical insurance (more than 100 workstations, the client-server technology) was created.
