ISAR: Initiative for Social Action and Renewal in Eurasia, is seeking an Information & Outreach Program Director for its Azerbaijan program, based in Baku. The Information & Outreach Program Director will work closely with the ISAR-Azerbaijan Director and the Information Program staff to coordinate all aspects of the information program.ISAR, a nonprofit based in Washington, DC has been active in Azerbaijan since 1995. Funded by USAID, ISAR's Azerbaijan program works to stimulate and help develop the activities of indigenous NGOs working on social, environmental and other projects that contribute to the development of the Third Sector in Azerbaijan. ISAR works at the grassroots level with NGOs throughout the former Soviet Union and believes in partnership as a key element to long-term sustainability of NGOs.
The ISAR-Azerbaijan Information Program has 2 main areas of focus (1) internal capacity development of NGOs and (2) external public awareness raising to local NGO activity in Azerbaijan. In order to address these issues, ISAR operates an NGO resource center, which provides computer access and information materials to the local community. ISAR also publishes a monthly bulletin Third Sector News and a Quarterly NGO Directory. In Fall 1999, ISAR-Azerbaijan will embark on a social marketing campaign including systematic information collection; analysis on the NGO sector; work with the business and government communities; quarterly press conferences; organizing and carrying-out large-scale NGO events; and creation and implementation of a student outreach program.
Responsibilities
Required Qualifications
- Oversight of information program activities, including managing up to 6 staff;
- Work closely with country director and information program staff on program strategy and development;
- Closely monitor program growth and adjust program structure accordingly to guarantee significant program impact;
- Develop monthly workplans, coordinate staff activities and produce quarterly program reports;
- Represent ISAR-Azerbaijan information program to the international business community and government authorities;
- Work closely with media representatives to increase coverage of local NGO activity. With information program staff and training team, develop and carry-out trainings, workshops and seminars on NGO-mass media relations;
- Work closely with the regional program to guarantee that information is effectively disseminated in the regions of Azerbaijan. Coordinate activity closely with training and grant programs to effectively promote these programs' activities and report on their successes;
- Work closely with information program staff to improve skill base, particularly in areas such as program strategy, program development and increased professionalism.
Desired Qualifications
- Experience with program development and program management;
- Knowledge of and past experience in the former Soviet states;
- Knowledge of Russian and/or Azeri;
- Knowledge of and interest in local NGO development;
- Good computer skills--knowledge of desktop publishing and web design preferable;
- Creative thinker;
- Ability to work independently;
- US citizenship.
Salary Range: $27,000-29,000 + housing allowance and benefits
- Graduate level work in international development, journalism or public relations;
- Particular knowledge of NGO development in the former Soviet Union.
