IREX - International Research & Exchanges Board
The International Research & Exchanges Board (IREX) offers opportunities for support of librarians, archivists, and information specialists pursuing projects relating to Central and Eastern Europe and Eurasia.* This program has been designed to support information professionals who wish to undertake collaborative activities that increase access and improve working conditions for American scholars who are undertaking research in libraries, archives or on other information resources in the region. SUGGESTED FORMATS: Projects to assess the current state of exchange relations and/or international acquisition in a particular geographic area or with particular libraries, publishing houses, and other establishments of importance to maintaining and building collections of interest to American scholars; Production of directories, research guides, and other finding aids for collections, libraries, and/or archives in the region (For projects involving guides and directories, provide a detailed description of format and indices, including sample entries. Indicate how the proposed guide differs from existing directories.); Collaborative work and joint projects, including conferences and workshops (with particular weight given to initiatives that result in publications and other forms of public dissemination and have an impact beyond one or several institutions); and Other initiatives that are designed to increase access and improve working conditions in libraries, archives, and other information resources in the region. Only discrete, targeted activities that will produce results within the life span of the project itself will be funded; IREX will not provide support for individual portions of ongoing multi-stage and/or multi-year projects. DEADLINE: DEADLINE FOR RECEIPT OF APPLICATIONS IS APRIL 15, 1999. Applications must be received at any IREX office/representation by the deadline date to qualify. IREX offices/representations are listed on the back of the application form. APPLICATION: Applications may be submitted by an American Project Organizer or by a Project Organizer who is a citizen of an eligible country. Non-American Project Organizers must work closely with one or more American Project Organizers in preparing this application and carrying out the project. The American Project Organizer must be a US citizen or permanent resident. An American Project Organizer or his/her home institution must serve as the fiscal agent for any awards, and will be responsible for detailed narrative and financial reporting to IREX. Applicants must submit an original and four (4) copies (5 copies total) of the following materials in English: The completed 1999 Special Projects Competition application form A one page executive summary A narrative (not to exceed 15 double-spaced pages) that describes the project in detail, including a project justification, description and objectives, methodology, and timetable. The justification should explain why the topic should be explored and describe how the project will increase access or improve working conditions in libraries, archives or other information facilities for scholars working on topics related to the region. A letter of support from each collaborating Project Organizer. (Note to non-American applicants: All applications must include a letter of support from your American Project Organizer(s), indicating that s/he has worked with you on this proposal and agrees to work with you on the project.) An abbreviated curricula vitae of all Project Organizers. Each c.v. should be limited to three (3) pages. A detailed, itemized budget, including support being provided or sought from other sources. Budget narratives are strongly encouraged and applicants should justify all requested budget line items in the narrative. Proposals with insufficently detailed budgets will receive a less favorable review. Proof of all outside funding must be included with the application. It is the applicant's responsibility to ensure that the application is complete. Late, incomplete, or faxed applications will not be accepted. Attachments other than those specifically requested are discouraged. Application materials cannot be returned. *Eligible countries are Albania, Armenia, Azerbaijan, Belarus, Bosnia-Herzegovina, Bulgaria, Croatia, the Czech Republic, Estonia, Georgia, Hungary, Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Macedonia, Moldova, Poland, Romania, the Russian Federation, Slovakia, Slovenia, Tajikistan, Turkmenistan, Ukraine, Uzbekistan, and the Federal Republic of Yugoslavia. PROVISIONS: Grants will normally not exceed $10,000 with average awards expected to be $7,000. Expenses normally covered include: Travel on a US flag carrier provided through IREX Travel. See separate section on Travel below; Per diem (of up to $100/day to cover meals and accommodations); and Publication costs and/or other expenses associated with presenting results to librarians, archivists, scholarly peers, and the general public. Applicants are strongly urged to obtain in-kind and supplemental support, particularly from the host and collaborating institutions, and ESPECIALLY FOR EXPENSES ASSOCIATED WITH NON-AMERICAN PARTICIPANTS. Requests for salary support or honoraria are unlikely to receive funding. Applicants affiliated with US federal institutions should consult IREX prior to submitting an application. TRAVEL: Airfare for this program is provided directly by IREX through its travel office, IREX Travel. Costs for stopovers or portions of the itinerary not directly associated with the project will be billed to the grantee. LIMITATIONS: IREX Special Projects CANNOT be used for: Individual research opportunities (scholars pursuing individual research projects should consult the IREX booklet, Grant Opportunities for US Scholars or Grant Opportunities for International Scholars); Subsidies to publish journals, newsletters, and other periodicals; Undergraduate or pre-master's research and training; Equipment or other capital expenditures, including computers, CD-ROMs, and other technologies for libraries and archives; Institutional overhead; Book purchases or journal subscriptions; Salary support or subsidies; Transoceanic travel on a non-US carrier; or Projects requesting support only for publication expenses. Grantees are responsible for all administrative support including, but not limited to, visas, travel, housing, and other logistics. IREX grants are not eligible for National Endowment of the Humanities matching funding purposes. PRIORITIES: Priority will be given to library/archival activities that: Deal with the humanities and social sciences; Involve international collaborators who have not yet had an opportunity to engage in international activities or who are from traditionally underrepresented regions; and Affect a broad range of institutions, libraries, archives, or researchers. NOTE ABOUT SELECTION PROCESS AND NOTIFICATION: SELECTION CRITERIA: The IREX Selection Committee for this program will designate approximately five (5) awards from a highly competitive pool of applicants. The Selection Committee strives to support projects that: 1) will have a visible impact on increasing access and improving working conditions for scholars in the region; 2) address one of more of the underrepresented countries/regions within Central and Eastern Europe and Eurasia; 3) include a feasible, detailed, and well-defined plan for undertaking the project; 4) provide an indication of language skills adequate for the participants to successfully complete the activity; 5) result in publications and other forms of public dissemination; 6) affect a broad range of institutions, libraries, archivists, and scholars; and 7) include a reasonable line-item budget with thorough justification. SELECTION COMMITTEE: The Selection Committee for this program is composed of representatives from the library, archival, and information science community, as well as the scholarly community. Members of the Selection Committee are appointed on the authority of the IREX Board of Directors. Disciplinary, geographic, age, and gender balance are taken into consideration in determining the composition of the Selection Committee. IREX staff provides administrative support only and does not participate in the actual selection of grantees. NOTIFICATION: Applicants will be notified of award decisions by June 1999. IREX-funded project activity may not begin before July 1, 1999. All IREX-funded project activities must be completed by December 31, 2000. Information in these guidelines is based upon support currently available. Changes in funding patterns or levels may necessitate changes in eligibility requirements or activities funded.
