IREX seeks applicants for the position of Moscow Program Director. Applicants may be US citizens or Russian nationals. His/her services will be required on a full-time basis for three years to manage a program to promote and strengthen Russian non-governmental organizations (NGOs). The Moscow Program Director will direct and oversee all work performed under a Cooperative Agreement with USAID and will be the primary point of contact with the USAID/Russia Mission.Responsibilities and duties:
Qualifications:
- Approve and submit to USAID all proposed workplans, staffing plans and budgets;
- Negotiate agreements (or amendments/revisions) with the resource centers or networks and present these agreements to the USAID CTO for approval;
- Mobilize experts within his/her NGO and from other Russian and foreign NGOs and consulting firms to provide advice on or carry out NGO management/civil society development activities;
- Make effective written and oral presentations in Russian and English on the developmental challenges facing the "Promoting and Strengthening Russian NGO Development" project and articulate the project's successes in meeting those challenges;
- Extensively travel to regional project sites within Russia for project management and monitoring purposes required;
- Responsible for the quality, cost, and timeliness of performance of all work performed under this Cooperative Agreement.

- MA in a relevant field (minimum);
- English and Russian language fluency;
- Professional experience conducting NGO development programs in Russia and a thorough understanding of the issues surrounding NGO and civil society development in Russia;
- Demonstrated experience managing NGO programs; ability to manage several activities dealing with complex issues related to NGO management and civil society development simultaneously;
- Past experience working with foreign donors (preferably with USAID);
- Strong interpersonal skills to negotiate with Russian and foreign experts, managers, and government officials to ensure the successful completion of project activities.
