IREX, a non-profit in international education and training, seeks a senior program officer to administer a portfolio of US government and privately-funded Internet technology and information programs oriented around the region of the former Soviet Union. Programs are managed by the Partnerships and Training Division of its Washington, DC office.About IREX
Since 1958, IREX and its predecessor organization, the Inter-University Committee on Travel Grants, have administered advanced field research and professional training exchanges between the United States and the countries of Central and Eastern Europe, the Baltic region, the Caucasus, Central Asia, Russia, Ukraine, Mongolia, and China. IREX's activities include professional training, institution building, technical assistance, academic research and policy programs with NGO's, universities and other organizational partners in the region.
Summary of Position
IREX seeks a full-time Senior Program Officer for the Partnerships and Training Division, IREX/DC. The SPO will oversee the implementation of the Internet Access and Training Program (Central Asia, the Caucasus, and the Western NIS) funded by the Bureau of Educational and Cultural Affairs of the U.S. Department of State (ECA), the Carnegie Consortium for the Humanities and Social Sciences (Russia, Ukraine, and the Caucasus) and additional Internet development projects. The position requires both technical expertise in Internet technologies and substantive project management experience in international assistance programs. Primary responsibilities include supervision of staff, budget management, and relations with funders.
Qualifications
Candidates must be well organized, able to work independently, skilled at handling multiple tasks, able to adhere to deadlines, and able to actively network with the government and private sectors.

- a bachelor's degree or international equivalent in a relevant discipline, MA preferred
- program management experience, preferably ECA/State Department (formerly known as USIA)
- proficiency in Russian and/or other regional language
- professional and/or living experience in the region
- knowledge of the international development, IT, and NGO communities
- Technical IT systems skills and experience; preferably including use of the Internet in professional and educational settings; an understanding of TCP/IP networking, Unix system administration, HTML programming, Cisco routers, and WAN hardware
- demonstrated organizational and communication skills
- excellent interpersonal and presentation skills
- budget management experience, preferably ECA/State Deptartment
