IREX, a non-profit in international education and training, seeks a director for the Partnerships and Training Division in its Moscow office, responsible for managing a broad portfolio of US government and privately-funded assistance programs in Russia.About IREX
Since 1958, IREX and its predecessor organization, the Inter-University Committee on Travel Grants, have administered advanced field research and professional training exchanges between the United States and the countries of Central and Eastern Europe, the Baltic region, the Caucasus, Central Asia, Russia, Ukraine, Mongolia, and China. IREX's activities include professional training, institution building, technical assistance, academic research and policy programs with NGO's, universities and other organizational partners in the region.
Summary of Position
IREX seeks a full-time Director for the Partnerships and Training Division, IREX/Moscow. The position requires a native English speaker with U.S. citizenship. The Director will oversee division staff and implementation of a portfolio of USAID and US State Department programs focusing on NGO capacity building and institutional development. Division programs include USAID Sustaining Partnerships into the Next Century program and the Program to Support Crisis Centers for Women in Russia; ECA Community Connections and Business for Russia programs; and the Consortium for the Humanities and Social Sciences. The position requires fluency in Russian and substantive experience managing bi-national staff, programs, budgets, and relations with funders.
Qualifications
Candidates must be well organized, able to work independently, skilled at handling multiple tasks, able to adhere to deadlines, and willing to travel extensively within Russia. Other specific qualifications should include at a minimum:

- a bachelor's degree or equivalent in a relevant discipline, MA preferred
- bi-national staff management experience
- fluency in Russian
- professional and/or living experience in Russia
- experience in managing international assistance programs, AID and ECA/State Department preferred
- knowledge of the Russian NGO community
- demonstrated organizational skills and information and communication management
- excellent interpersonal and presentation skills
- basic knowledge of Russian political, economic and social issues
- knowledge of computers and relevant software (MS Office 97, Eudora)
